A practice can publish the best tinnitus page in the state and still not rank for it, because the page is blocked, duplicated across a vendor platform, or too slow to load on the phone it is being read on. None of that is visible from the front of the website.
Pages that do not exist, as far as Google knows
The first question is whether the pages are in the index at all. Stray noindex tags left from a staging copy, a robots file that blocks more than intended, and pages reachable only from a search box are common and invisible to the practice. A crawl finds them in an afternoon.
